Jules remains determined to uncover the truth behind the connection between George's murder, Deputy Marnes, and Mayor Ruth's demise. At the same time, Mayor Bernard expresses growing concerns about the security of the silo and seeks Juliette's cooperation. Additionally, Juliette makes a request to her father, which leads her down a dark path, exposing sinister truths about the authorities governing the Silo.
The episode begins with Gloria daydreaming about a delightful beach outing with her family. However, her reverie is interrupted when a nurse consoles her, bringing her back to her reality as a patient. The idyllic vision of the beach dissipates into thin air. Meanwhile, Jules comes across a magazine and stumbles upon the names Gloria, Anne, and George. Intrigued, she feels compelled to revisit George's file, especially after discovering a mention of Gloria within it.
The surveillance team, monitoring Jules through cameras, expresses concerns about her taking the magazine (considered a relic) and files outside her residence. Simms, their supervisor, makes an appearance in response to this concern.
Upon returning to the office, Jules receives a prompt regarding her search for Gloria's information. Just as she prepares to head to the Medical Unit, Deputy Billings shows up and informs her about the messages he received on her behalf. One message is from the maintenance department, while the other is a summons from the Mayor. Jules decides to disregard the summons and continue with her investigation, leaving Billings in charge once again.
Jules pays a visit to Gloria, despite the nurse's unhelpful and unwelcoming attitude. Determined to take Gloria for a walk, Jules notices her mentioning something about water. Despite the nurse confirming Gloria's hallucinations, Jules senses there might be more to it and attempts to take her out anyway. However, the nurse reminds Jules that Judge Meadows explicitly forbade Gloria from leaving the room.
Realizing she needs to see Judge Meadows, Jules switches off her radio to avoid any potential contact. Unfortunately, her visit to the Judicial office proves fruitless as Judge Meadows is absent due to illness. Jules returns, only to find that a massive fight has broken out on the 26th floor, forcing Billings and the other deputies to intervene. The altercation results in injuries and chaos at the station by the time Jules arrives.
Billings summons Jules to his office and addresses her absence. Jules openly admits that she assumed the role of Sheriff with the intention of uncovering the truth behind George's death, which is interconnected with the other murders in the Silo. Billings empathizes with her, but also cautions that he cannot always provide cover for her actions and emphasizes the importance of taking her responsibilities seriously.
Later, Jules and Lucas meet again in the cafeteria, where they engage in introspection while gazing at the stars. Lucas reveals that he works in the IT department. Their conversation leads to a moment between them, prompting Lucas to attempt a kiss. However, Jules instantly recoils, feeling disheartened, which creates an awkward situation for both of them, and she promptly departs.
Jules proceeds to visit Mayor Bernard, who discloses that Judge Meadows had warned him about siding with Jules when Simms tried to accuse her of planting evidence. The mayor emphasizes the significance of the IT department and its role in maintaining the balance within the Silo. He expresses concerns that Judge Meadows might take drastic measures to disrupt that balance, urging both Jules and himself to exercise caution in the future.
The following day, Jules goes to Judge Meadows' residence to seek permission for taking Gloria outside. Afflicted with a cold, Judge Meadows responds unresponsively to Jules' requests and indirectly suggests that the decision to medicate Gloria is not within her control. She refers to "them" as the entities responsible for making such decisions, leaving Jules infuriated by Judge Meadows merely being a figurehead behind the facade.
Faced with no alternative, Jules makes the decision to seek assistance from her father. Initially hesitant, he ultimately agrees to help her. During the night shift, he covertly enters the medical facility and retrieves a heavily sedated Gloria from her room, relocating her to the nursery. Aware of the effects of the sedation, Dr. Pete administers an anti-sedative to Gloria, which initially triggers a minor seizure but ultimately neutralizes the sedation.
In the janitorial area, the camera operators lose sight of Jules as she attempts to make her way to the Medical Unit. Simms becomes infuriated by this development and orders them to track her down by any means necessary.
In the nursery, Gloria awakens after receiving the anti-sedative but becomes distressed upon seeing Dr. Nichols present. She holds him responsible for collaborating with the mysterious group known as "them," who have prevented her from having a baby. Troubled by Gloria's accusation, Jules requests her father to leave, allowing her to have a private conversation with Gloria. Although initially hesitant to open up to a stranger, Gloria's demeanor changes upon seeing the relic, triggering fond memories. She decides to share more details and explains how "they" have been manipulating the water, resulting in the gradual erosion of their memories from before the existence of the Silo. Gloria identifies herself and a few others as the "flamekeepers" - individuals who knew about their past lives before the Silo and rebelled against the rules imposed by the authorities regarding relics and other significant remnants from their pre-Silo existence. Their objective was to resist the replacement of old memories with new ones. Gloria reveals that the magazine belonged to her and that she had given it to Anne, George's mother, who tragically passed away at an early stage.
During their conversation, Jules's mother's name is mentioned, and Gloria expresses surprise that "they" allowed a woman like her to have children. Jules confronts her father about his cowardice in providing false hope to people about having children while secretly keeping their birth control intact instead of removing it. He justifies his actions, believing that "they" had a greater purpose for it and betraying their trust would result in severe consequences. Jules finds his justification lacking, as she feels that he not only betrayed her mother but also others like her, all because he was too afraid to take a stand.
Subsequently, Jules escorts Gloria back to her room, making her visible to the janitorial staff once again. Inside the room, Gloria implores Jules to show her the magazine once more, but notices that her flowers are missing. She reveals that Sheriff Holston had brought those flowers and placed them in front of the mirror before working on the ventilation system. Sensing a connection between the mirrors and the flowers, Jules reflects on the note she received and realizes that the mirrors are used by "them" to observe their actions. Taking immediate action, she covers the mirror with a cloth, alerting Simms to her awareness of the surveillance cameras. Simms becomes enraged upon learning that she is aware of the cameras and dispatches a team to apprehend her. Meanwhile, Jules enters the ventilation system and discovers the elusive hard drive she had been searching for all along.
